Business Manager #TJ028 (District Administrator) Job Description: The Thomas Jefferson Health District (TJHD) is hiring a Business Manager (also referred to as a District Administrator). TJHD is one of 35 health districts under the Virginia Department of Health and serves the City of Charlottesville and the Counties of Albemarle, Fluvanna, Greene, Louisa, and Nelson. TJHD provides numerous health services (including clinical, environmental and community-based programs) to the approximately 250,000 residents of the district with an 8.5 million dollar budget. TJHD is committed to advancing the health equity of its residents and staff.The District Administrator oversees business, fiscal, and administrative operations for all localities in the district. This is a senior leadership position responsible for the development and execution of the agency’s budget and ensuring that fiscal and administrative processes align with community needs and public health priorities. Works strategically with local governments and across all divisions within the health district to develop and fund both short-term and long-term priorities. Serves as the head of the organization in the absence of the District Director for all non-medical issues and is the primary spokesperson on business operations for external and internal partners. Researches and manages innovative funding mechanisms to ensure that the District can respond to changes in community health priorities. Leads a team responsible for facilities management, accounts payable and receivable, information technology, grants and other core business processes. Is responsible for quality assurance in relation to the administrative and fiscal division’s performance measures, objectives and areas of responsibility. Independence of action and judgment is expected in the management of all administrative functions. Seeks guidance in areas involving district policy and procedural changes or actions that would involve politically sensitive or legal issues. Provides vision and leadership on strategies that elevate and promote health equity within District business functions.
